Today we hosted a new edition of the AmCham Romania Business Breakfast series, featuring Mirela Călugăreanu, President of the Romanian Court of Accounts, and Dan Vlădescu, President of the Audit Authority.

The discussion, part of AmCham’s Structural Funds, Public Procurement and PPP Committee agenda, focused on strengthening governance, transparency, and accountability in the use of public and European funds.

President Călugăreanu presented the latest changes in the Court of Accounts’ approach toward contracting entities, emphasizing the focus on quality control and improved governance, integrity, and accountability to ensure the legality and efficiency of public spending. She also pointed to the quarterly reports now published by the institution, which summarize the most frequent irregularities identified, to increase transparency, access to information, and help prevent repeating past errors. Additional insights were shared by Court of Accounts Director, Cristina Breden.

President Vlădescu outlined Romania’s key priorities in managing EU funding, including the closure of the 2014–2020 programming period, the need to strengthen administrative capacity for absorption and implementation, and preparations for the post-2027 framework, when member states will have increased responsibility for managing EU funds.

AmCham members appreciated the openness of both institutions to continued dialogue and constructive feedback from the private sector, acknowledging the shared objective of improving governance and the efficiency of public spending.
