AmCham Advocacy Flash: Highlights of Upcoming and Recent Initiatives - Oct 5 - 12, 2021

Upcoming: 

  • AmCham Romania signed a partnership agreement with the Ministry of Education for the selection of business sector representatives in the interview commissions for the selection of school principals and deputy principals. More details about this initiative will be sent to AmCham members in a dedicated communication.
  • The AmCham Corporate Governance Committee is finalizing a new Corporate Governance Guideline. The new issue will focus on whistleblowing for companies and whistleblowers.
  • The AmCham Competition and State Aid Committee is currently analyzing the opportunity of suggesting the Romanian Government an extension of the activities eligible for state aid under the soon-to-be-enacted state aid scheme for large investments. AmCham members that would be interested in joining the revision and feedback exercise are invited to contact to Ovidiu Croitoru at ocroitoru@amcham.ro for more details by EOD, October 19, 2021.   • The AmCham Structural Funds, Public Procurement and PPP Committee is finalizing a position paper outlining some simplification measures for applicants under Axis 10 of the Large Infrastructure Operational Program (the energy sector). The document was jointly validated with the AmCham Energy Committee.
  • The AmCham Structural Funds, Public Procurement and PPP Committee will meet on October 15, 2021 with Senator Silvia Dinică and her team for a technical discussion on the PPP legislation in Romania.
  • The AmCham Taxation Committee is updating its recurrent Tax Policy Survey to be run with members in order to capture the progress, areas of improvement, remaining needs and opportunities in the fiscal policy field. Please fill it out once it reaches your inboxes!

 


Recent Initiatives:

 

  • On September 23, 2021, AmCham attended the ANAF Consultative Council meeting focused on: ANAF strategy on income tax, VAT Gap, upcoming legislative modifications, SAF-T implementation.  
  • On September 29, 2021, via CDR Taxation TF, AmCham participated to a meeting with Minister of Finance, Dan Vilceanu, to discuss priorities in the fiscal area: capping of social contributions, fiscal treatment of gift vouchers, R&D incentives, fiscal reforms included in PNRR.
  • On October 5, 2021, the state aid experts from the AmCham Competition and State Aid Committee met, online, with industry representatives to discuss the possible areas of interest a new large state aid scheme should support.   • On October 6, 2021, representatives of the AmCham Structural Funds, Public Procurement and PPP Committee met with representatives of the Bacău City Hall to plan a workshop on PPP for local authorities, delivered by AmCham Romania members. The participants agreed to review the plans of the local authorities for PPP projects and to plan an info session for public servants.
  • On October 6, 2021, members of the AmCham Romania advocacy team joined a policy update webinar on the topic of healthcare in the European Union. The meeting was organized by AmCham EU and brought together representatives of AmChams from EU Member States.
  • On October 8, 2021, the coordinators of the AmCham Structural Funds, Public Procurement and PPP Committee met with Senator Silvia Dinică and her team to discuss the PPP legislation in Romania. A follow up discussion will be organized on October 15, 2021 to agree on areas where AmCham Romania and the Senator’s office can collaborate to promote a predictable legislation in the area of PPPs.
