Hope for Ukraine. Power from all

A few kilometres from us, we have a major humanitarian crisis, which is growing from one hour to the next. There are hundreds of thousands of people who are looking for a safe place: where to draw their soul, where to call their family and where to decide what to do next. Every refugee has his or her emergencies, problems and fears, from medical needs to legal advice and psychological assistance.

To be sure that we are giving them the help they need, in the shortest possible time, we must work together and contribute what we know how to do better. That is why, in partnership with a consortium of 7 organizations and federations in the area of assistance and social services, we launched the Hope Fund for Ukraine. Power from all.  

How we work

Together we respond quickly to urgent needs at the crossing points, during which we build a reception structure to cope with the flow of the future.  

Arc's role is to collect, centralize and administer donations, communicate with donors, gather needs on the ground and allocate resources to the consortium. We want to take the pressure of fundraising from the organizations present on the ground, experts in their fields of intervention. 

The role of the organizations in the consortium is to gather the needs on the ground and to be actively involved in carrying out the emergency and second-line interventions (described below), depending on the field of activity of each of them.

First interventions

The first funds will go to the consortium organizations, which are located at the crossing points, to ensure immediate assistance services. 

We use the funds for the following types of rapid interventions:

1. Direct material support. Organizations in the field created the emergency kits. These are packages of strictly necessary materials that we distribute to refugees in refugee camps or to people who do not have stable accommodation solutions. Each kit is composed of a general package and one adapted to the age category.

2. Transport services, from the border crossing point to the destination localities or to the stations/airports

3. Temporary accommodation services

4. Hot meal, food support

5. Information services

6. Psychological counseling and assistance services

7. Primary health care

8. Provision of telephone cards, usable on the territory of Romania

In the medium term, we need resources for the construction of transit centres and assistance for asylum seekers. From the immediate assistance services at the border, we will move to two categories of spaces and services (the second line of intervention):

A.Organisation of transit centres

A direct service area, located near border crossing points, providing services and support to persons in transit (other than asylum seekers):

a.     Information services 

b.     Rapid assessment services of support needs

c. Legal aid services

d. Assistance in obtaining identity and travel documents

is.     Psychological assistance

f.      Services for the prevention of trafficking, violence, abuse situations on the territory of Romania

g.     Primary health care

h.     Specialized consultations and specialized medical assistance

i. Material support for a limited period (in situations where Ukrainian citizens cannot use their bank cards)

j.       Reference to community services that respond to the more complex needs of people (recovery, specific therapies, assistance to the elderly, people suffering from chronic diseases, including terminal stages of some diseases)

k.     Accommodation services (if needed).

B.Organization of assistance centers for asylum seekers, only for the situations in which the ISU and the GII will ask us to do so.

The same services under A, plus:

a.     Expert assistance for asylum seekers in order to obtain refugee status.

b.     Friendly spaces for children (playgrounds, socialization spaces, etc.)

c. Support groups for mothers

d. Teen Support Groups

The consortium consists of:

1. FONSS – Federation of Non-Governmental Organizations for Social Services – 44 member organizations, specialized in social services. About half of them are directly involved in supporting people coming from Ukraine.

2. FONPC – Federation of Non-Governmental Organizations for the Child – 64 member organizations, specialized in services for children and families. 

3. Caritas Confederation – 10 member organizations, all involved in humanitarian aid, of which two directly present at the border points (Caritas Maramureș and Caritas Iasi)

4. Romanian Youth Council (CTR)

5. National Association of Students in Romania (ANOSR),

6. Federation of Youth Non-Governmental Organizations in Iasi (FONTIS),

7.Federation of Bessarabian Youth (FTB)

We thank the partners and friends who have joined the initiative.

In recent years, the non-governmental sector has shown its power of rapid mobilization, has shown the impact it has by working together, for the same cause. At this point, we must pool our powers and resources, trust each other and support those who are on the ground. Let us remember that, in the end, we all work for a common good.

We are still unaware of the limits of this humanitarian crisis, and the needs will change and increase in the coming period. We want to ensure that every refugee will have access to the same support, regardless of customs or the time of their passage.
