Țuca Zbârcea & Asociații advises Mass Energy Global on landmark €1.4B Mintia Power Plant project

Mass Global Energy Rom, a subsidiary of Mass Energy Global (Mass Group Holding), is developing one of the largest gas-fired power plants in the European Union in Mintia, Romania. The investment is valued at €1.4 billion and will feature an installed capacity of 1,700 MW.

Țuca Zbârcea & Asociații is providing legal assistance to Mass Energy Global on the development of the Mintia combined-cycle power plant, one of Romania’s most significant energy infrastructure investments in recent times. Upon completion, this project will stand as the largest gas-fired power plant located on a single site within the European Union.

The project achieved a major technical milestone on 15 June, by successfully testing the facility's connection to Romania’s National Energy Grid. This success marks a critical step toward the gradual integration of the Mintia facility into the national electricity transmission system.

Classified as an investment of national importance, the Mintia project replaces former coal-fired production capacities with modern, high-efficiency, natural gas technology. The strategic investment will strengthen Romania’s energy security, support grid stability, and drive the country’s energy transition goals.

Mintia is a key project for the Romanian energy sector, said Sorin Vlădescu, Partner at Țuca Zbârcea & Asociații. “It is a transaction of exceptional complexity involving regulatory, contractual, real estate, permitting, construction, grid connection, and many other energy-sector challenges.
