AmCham Romania Meets Minister of Investments and European Projects, Marcel Boloș

by AmCham Romania March 6, 2025

Today, AmCham Romania discussed priorities related to EU financing in a meeting with the Minister of Investments and European Projects, Marcel Boloș.

Increasing EU funding absorption and their efficient use for improving essential systems, infrastructures, and public services is a significant priority on the AmCham agenda. For 2025, in particular, the state budget relies on increased absorption of EU Financing and PNRR for public investments, from RON 59 billion in 2024 to 98 billion in 2025. In this context, AmCham stressed that it is a must to also increase the administrative capacity, coordination and performance to attract and use the EU funds to the projected level.

Minister Boloș shared the key priorities of his mandate, and AmCham’s reps raised members’ concerns and recommendations related to EU Funds & PNNR state of play and current challenges, improving the absorption rate, EU Financing progress and priorities in the energy sector and the healthcare sector.

Building on AmCham’s previous engagement with the Minister, in today’s dialogue both parties considered the implications of the new challenges Romania faces given the regional and global context. AmCham shared the concern of the business community that an ineffective absorption of EU funds amplifies the risk of an investment financing deficit and increased volatility in fiscal execution, with an impact on investor confidence and the country rating, affecting the long-term economic growth prospects.

We appreciate the honest dialogue with MIPE and the sharing that the best way forward is to work together towards our shared vision and objectives for Romania’s future path.

In the AmCham delegation: Daniela Nemoianu, AmCham Vice-president and Chair of the AmCham Structural Funds, Public Procurement and PPP Committee, Dinu Bumbacea, AmCham Vice-president and Chair of the AmCham Energy Committee Committee, Georgiana Cosoveanu, Chair of the AmCham Healthcare Committee, Deputy Chairs of the Structural Funds, Public Procurement and PPP Committee, Laurentiu Dinu and Adrian Coman, AmCham Advocacy Director Ana-Maria Ciobanu and Senior Advocacy Lead Oana Dobriţescu.
