SIVECO is part of the consortium selected by the European Commission for providing technical support for the the Common Integrated Budget Application (CIBA) for the production of the budget of the European Union
Recently, the European Commission has selected the consortium to provide technical support for the business critical system used in building the budget of the European Union. The Romanian IT company, SIVECO is partner in the consortium together with Infeurope SA, from Luxembourg. The value of the contract is 664.620 Eur over 4 years.
The European Union Budget is an official document of the European Union published by the Publications Office once per year. It contains a detailed itemization of budgeted revenues and expenditures for the year in question with a series of data presented in a pre-defined structure.
It is published in all the official languages of the European Union.
The approximate size of the principal budget documents (per language) is 2 284 pages. The total is currently around 52 500 pages for all the languages.
Each document is produced in a Draft and a Definitive versions, bringing the total to around 105000 printed pages per year (for the main documents). The budget is produced by the combined efforts of around 800 users spread across 10 institutions.
In order to manage a document of this importance, complexity and volume, a business critical IT system is needed – and this is CIBA, a multilingual interinstitutional tool allowing different actors (authors, translators, proofreaders and printers) to modify the data contained in the budgetary documents to be used during the budgetary procedure and finally to be published online (http://eur-lex.europa.eu/budget/www/index-en.htm

The IT support involves a deep understanding of the budgetary process (who does what at what time), and a detailed knowledge of how the different elements of the IT-system work and how they work together. CIBA is used as the production system for the amendments created by the committees and the political groups during the Parliaments budgetary procedure (and during this period the Parliament creates approximately 2 400 amendments) and also to create a series of budgetary documents used by the budgetary authorities during the decision process. Last but not least, CIBA is the source for the two types of documents produced for the conciliation process: the input documents and the output documents. The IT consortium is delivering technical support and testing services.
