Ţuca Zbârcea & Asociaţii Adds a New Partner to Its Ranks as Part of the Firm’s Annual Promotions Round

Romanian independent outfit Ţuca Zbârcea & Asociaţii has made up one Partner, four Managing Associates and six Senior Associates in its annual round of promotions. The appointments are effective from January 1st, 2015.

Romanian independent law firm Ţuca Zbârcea & Asociaţii has announced that 11 lawyers have been promoted to various roles as part of its annual performance review. The firm has added a new Partner to its ranks, while promoting 10 other lawyers across its Bucharest office in a bid to strengthen the firm’s Energy, Litigation and Arbitration, as well as Banking/Capital Markets, PPP/Concessions and Employment practice groups.

Sebastian Radocea will become a Partner in the firm’s Energy practice group effective January 1st, 2015. He also specialises in Mergers and Acquisitions, Corporate and Commercial law. He brings more than 15 years of legal experience, having been involved in the first unbundling of the power distribution and supply activities of a formerly State-owned utility, as well as the privatisation of two power distribution and supply companies in Romania. He has also advised numerous private investors in connection with the development, operation, acquisition and/or sale of photovoltaic projects. To date, Sebastian is advising on the first-ever implementation of energy efficiency projects in the public sector in Romania.

The appointment of Sebastian Radocea to Partner follows the election of 3 other lawyers to the partnership at the beginning of 2014 which now brings the total number of Partners at Ţuca Zbârcea & Asociaţii to 25.
The firm separately made up 10 lawyers to the role of Managing Associate or Senior Associate. The new Managing Associates are Andreea Lisievici-Lefter, Patricia Enache, Mihai Ene and Dana Busini, while Olga Cobăsneanu, Maxim Dogoter, Mariana Sturza, Ruxandra Niță, Ruxandra Frangeti and Alexandru Moldoveanu were promoted to Senior Associate.

Sebastian Radocea, 40, has wide-ranging experience in Energy law (with a focus on the power and energy efficiency sectors), M&A and Corporate and Commercial law. He brings more than 15 years of legal experience, having been involved in some of the country’s highest-profile deals, including the first unbundling of the power distribution and supply activities of a formerly State-owned utility, the acquisition by the largest utility company in Central and Eastern Europe, from the Romanian State, of the minority stake in two power distribution and supply companies, the sale of one of the largest domestic insurance companies to an important French group and the first-ever implementation in Romania of energy efficiency projects in the public sector. Sebastian has also assisted a multitude of private investors in connection with the development, operation, acquisition and/or sale of photovoltaic projects.
His expertise includes the negotiation and structuring of complex M&A transactions and commercial agreements, such as share and asset deals, coordination of legal due diligence investigations and general advisory work in connection with corporate governance matters, spin-offs and other corporate restructurings, as well as privatization and post-privatization assistance.
Sebastian is also well-versed in public procurement, having assisted clients from both private and public sectors with respect to the initiation of competitive selection procedures, preparation of the relevant tendering documentation and assistance in front of the relevant regulatory bodies.
Sebastian has graduated from the Faculty of Law (Univeristity of Bucharest) in 1998 and he has been a member of the Bucharest Bar Association since 1999. Fluent in English and German, he holds a Master’s degree in Law and Finance from Goethe Universität Frankfurt am Main, Institute for Law and Finance.
