Romanian companies support the reorganization of ANAF, but 92% say they not enough details on the process, finds a recent PwC survey

40% of companies polled by PwC Romania said that the ANAF reorganization initiative is absolutely necessary, while 48% said that although the initiative is necessary it needs some adjustments. The survey also indicated that 92% of respondents don’t know enough details about this reorganization process.


The survey, which was presented in a tax conference organised by PwC Romania, was conducted in October-November 2013 and is based on more than 30 answers from financial managers of top Romanian companies.

“The Romanian business environment understands the need for ANAF to reorganize in such a way as to help improve tax collection, combat tax evasion and be more responsive to the needs of the honest tax-payers. On the other hand, tax authorities need to improve communication on this reorganization process because many tax payers complain about the lack of sufficient details about this process”, stated Mihaela Mitroi, Tax and Legal Services Leader, PwC Romania.

Almost all financial managers (96%) indicated that the tax authorities should make combating tax evasion as their top priority, with three quarters of them stressing the need for improving electronic tax filing and tax payment. A significant number (25%) of those polled indicated that tax authorities should focus also on improving the professional training of tax inspectors.

“The honest tax-payers expect the state to tackle tax evasion in a determined manner in order to eliminate unfair tax competition. But they also want the tax authorities to act as partners, engaging in a constant dialogue with the tax payers, serving the interests of all stakeholders. The respondents underlined some of the majors problems confronting ANAF – the fact that tax inspections are focused mostly on the form of the transactions, not on the substance, the lack of transparency in the control methodology used by tax inspectors or the lack of consistency in interpreting and applying tax legislation”, concluded Mihaela Mitroi.
