AmCham Romania expresses its concern regarding the fiscal measures unexpectedly announced by the Government

AmCham Romania expresses its concern regarding the fiscal measures unexpectedly announced by the Government, as well as the immediate timeline for their implementation. The deadline of January 1, 2025, puts the business environment in a difficult position, further affecting economic predictability and investor confidence.  

Over the past five years, AmCham has systematically pointed out the depreciation of macroeconomic indicators, the associated risks, and the need for substantial measures to restore fiscal balance and support economic growth. Unfortunately, the signals from the business environment have not been followed by adequate measures, contributing to the deepening of budgetary imbalances. 

Reality and experience prove that sustainable solutions must come from a transparent consultation process involving all stakeholders and a firm commitment to structural reforms that support economic growth and attract investment. Additionally, in recent times, we have seen the convergence of signs of a global economic crisis with an atypical internal situation, factors that amplify the uncertainty felt by companies in Romania, regardless of their industry, size, or origin. 

Although the need for corrective measures is well known, the manner in which the recent fiscal measures were adopted — hastily, without consultation, and without rigorous impact analyses — generates an economic climate of uncertainty and risks discouraging the investments essential for sustainable economic growth. 

Furthermore, we are concerned to observe that, on the public spending side, the measures adopted predominantly focus on limiting the growth of such spending, without including substantial initiatives to improve spending efficiency and implement essential administrative reforms. Without a concerted effort to optimize spending and modernize administration, Romania will not be able to overcome the budgetary deadlock in which it finds itself. 

AmCham Romania reiterates the importance of transparent dialogue and predictability in the decision-making process as prerequisites for strengthening business confidence, attracting long-term investments, and identifying the best solutions.
