The measures contained in the draft law on the obligation to present the green certificate at work must take into account the regulations set out in the Constitution, respect fundamental human rights and be proportionate and non-discriminatory. 

In addition, the measures must be based on an in-depth analysis of the effects which they may have and which may even be in total contradiction with the aim pursued.
