Starting from a quantitative analysis (based on statistics on the number of requests and number of solutions within a certain period), the survey has also called for feedback on the quality of the interaction between the taxpayers and the authority, as well as on potential measures to improve the issuing process of the three instruments, with the main objective of eventually increasing the level of voluntary compliance.
“We welcomed the openness for dialogue and the participation of the A.N.A.F. team led by General Director Daniela Teodoru to the AmCham Taxation Committee meeting. We were pleasantly surprised by the synchronization of the private sector and A.N.A.F. objectives related to improving the dialogue and increasing the transparency of the procedures related to the issuing of the advance price agreements, anticipated individual tax solution and mutual agreement” pointed AmCham President and Chair of the AmCham Romania Taxation Committee, Ionuț Simion.
Responses to this AmCham survey were collected during November-December 2019 and reflect the interaction with A.N.A.F. on these specific areas between January 2018 – August 2019.
Measures to increase the efficiency of the issuing procedures suggested by AmCham members, include among others, more transparent and simpler procedures, reduced deadlines, assessing the possibility of retroactive application of the advance price agreements, more trainings for the A.N.A.F. experts, and ensuring a real dialogue with the taxpayers applying for such administrative procedures.
On the occasion of the February 7 meeting, AmCham Romania reiterated the importance of the three procedures and emphasized that their issuing on time will represent a real competitive advantage contributing to attracting investors and investments in Romania.
