The Labor, HR, Education main objectives are:
- To ensure a labor legislation matching the social and economic dynamics, responsive to employees’ and employers’ needs and expectations, fully compliant with EU regulations and guaranteeing balanced relationships between employees and employers;
- Increase graduates’ employment readiness and relevance at graduation through curricula up-dates, internships and private sector’s participation to formation programs, through delivery of courses by industry experts, visiting professors etc.
The Committee, through a dedicated Labor legislation task force elaborated and submitted to the Ministry of Labor a set of over 200 amendments to the labor legislation promoting a modern and more flexible labor legislation, a must for increasing Romania’s economic competitiveness and attractiveness, and for a healthy business environment.
The amendments advanced by AmCham Romania observe the EU Directives and are subsequent to the following principles:
- Flexible work agreements,
- Performance related to the conclusion and the termination of the employment contracts, with an emphasis on performance instead of social criteria in case of redundancy;
- Repeal of the provisions regarding the collective bargaining agreement at national level;
- Applicability of the collective bargaining agreements at branch/industry level to the signatory parties only;
- Removal of mandatory annual negotiation of collective bargaining agreements at unit level;
- Removal of representativeness transfer from one trade union organization to the others which are not representative by themselves;
- Equal treatment for the employees in public and private sectors; Simpler and clearer procedures.
The Committee elaborated in partnership with education stakeholders recommendations to the draft Education Law advocating for a relevant involvement of the private sector into the education process to ensure graduates’ employment readiness at graduation.
