Bucharest, April 15, 2011 – AmCham Romania voices its concern related to the lack of priority attributed to the energy sector in Romania, beyond declarations or on-paper strategies. A sector that ensures the basis for internal development and regional competitiveness needs to become a high priority in fact, otherwise entailing serious problems and affecting the investment climate and Romania’s overall growth.
AmCham emphasizes that Directives 2009/72/EC concerning common rules for the internal market in electricity and 2009/73/EC concerning common rules for the internal market in natural gas should have been transposed into the Romanian legislation by March 3rd, 2011, after a thorough consultation with the stakeholders, business community included.
While a formal consultation was conducted by the Ministry of Economy, Trade and Business Environment, given the importance of the Directives’ transposition and their implications for the business environment, we strongly believe that a deeper and real consultation process is essential, in order to identify the best solutions for Romania.
Furthermore, AmCham strongly recommends authorities to foster independence and transparency for the Romanian Energy Regulatory Authority (ANRE), which should be realized along with the new Romanian legislation transposing Directives 2009/72&73/EC. ANRE’s independence and transparency are essential for a functional energy market in Romania and to increase the investors’ trust in this field.

A strategy for winning in both arenas is to create stable, transparent, predictable, long-term energy policies that will attract investment while driving the change needed to develop a sustainable energy infrastructure. Transposition of the European Directives concerning common rules for the internal market in natural gas and electricity is an important step in this direction that the Romanian authorities need to consider with high priority" said Carmen Neagu, AmCham Vice-president.
